FISHER, IV, WALTER CONRAD (1954~) Walter Conrad Fisher, IV, Senate Parliamentarian, was born on May 18, 1954, in Uvalde, Texas. After graduating from high school, he enrolled in the University of Texas.
While in Austin, Fisher began his 30-year career at the State Capitol by working as an assistant sergeant at arms in the House of Representatives. After working at a succession of jobs around the Captiol, he was elected Senate Parliamentatian in 1996.
After eight years of guiding and advising the Texas Senate, Fisher, a self-described "rules junkie," retired March 1, 2004, to become a lobbyist.
